Center signed cooperative agreement with China International
Electronic Commerce Center. According to the agreement, both
sides would give full play to each advantage on the basis of
the policy of Unified Authentication, Unified Standard, Unified
Brand, to reorganize the existing identity authentication in
order to realize that the enterprises handle the e-government
affairs, e-commerce " All-in-One Card " in an all-round
way as well as resource-sharing. Meanwhile, the two parties
would support their subsidiaries and local foreign trade departments
to join in the establishing projects of local E-Ports constructed
by all levels governments. Through the local E-Ports, the processing
trade management, quota certificate, networking clearance etc.
integrated services could be realized. In addition, the two
parties would jointly develop the export market of software
technology, expend China¡¯s e-government affairs and e-commerce
and promote the China¡¯s enterprises internationalization based
on the products and technology of Data Center. |

Sep. 2004, East
Port Science and Technology Co., Ltd signed cooperative memorandum
with SAP China. According to the memorandum, the two parties
would reach overall strategic cooperation on the basis of fully
utilizing existing resources, provide China¡¯s middle and small-scaled
enterprises the interface of SAP products and domestic informationlization
platform of e-government affairs. With the Teng Long Project
as a turning point, the two parties would practically strengthen
marketing on targeted clients, to make joint efforts to realize
the goal of common market. |

Center signed an agreement with China Network Communications Group
Corporation (CNC) that jointly established an e-business dedicated
network. The establishment of the network would further perfect
the China E-Port systems, improve the application level of Customs¡¯
e-government affairs, accelerate the Customs modernization drive,
better the supervision efficiency of governments of all levels,
raise the custom clearance efficiency and sharpen the enterprise¡¯s
international competitive edge. |

Sep. 2003, Data
Center signed an agreement with China Telecom that jointly established
an e-business dedicated network with strong expansibility, far-reach
and multiple access ways. Through the dedicated network, the clients
could rapidly connect with the business platform of E-Port to
launch operations of e-declaration etc. It also provided IDC data,
facility trust service etc. to the users, meanwhile cooperated
in developing online information application project, enriching
and developing China E-Port¡¯s application constantly. |

Aug. 2003, the
Conference of State E-Port was Held in Dalian, The conference
delegates included Mr. Li Kenong, Vise Minister of General Administration
of Customs, Mr. Yang Guoxun, Chief engineer of General Administration
of Customs and near 100 persons in charge from Data Center, Department
of Personnel and Education, Department of Finance and Equipment,
41 Customs directly under General Administration of Custom and
branches of Data Center. The conference had a great immediate
and far-reaching significance, which was focus on the new working
policies of Customs, had a review of the achievements of the E-Port,
analyzed the new opportunities and challenges, clarified the operation
establishment, personnel management, financial control¡¯s principles,
modes and solutions of the branches of E-Port as well as latest
arrangements and requirements to the construction of E-Port |

Jul.2003, Mr. Robert
C. Bonner, Commissioner of the United States Customs Service with
delegation of the US Customs visited China E-Port and were introduced
briefly about China E-Port by the Data Center. The delegation
appreciated highly to the achievements of China E-Port on e-government
affairs. |

2002, entrusted
by General Administration of Customs, Data Center negociated with
China Mobile Communications Corporation on the issue of mobile-office,
which would contribute to Customs' staff obtaining and handling
various kinds of import and export business information on the
net more quickly, supervising effectively further and promoting
the trade facilitation. |

Dec. 2002, China E-Port Data Center
was determined as one of the 4 contractors of Network Platform Project
of State E-Government Affairs, which meant that the State Council
had sanctioned the Data Center¡¯s achievement on e-government affairs. |

Oct. 2002, China¡¯s State Organs Establishments
Committee distributed Approval to set up branches of China E-Port
Information Data Center by General Administration of Customs, which
agreed to set up branches of Information Data Center at 41 locations
directly under local Customs. |

Administration of Customs signed Networking Cooperation Agreement
with Bank of China, Industry and Commercial Bank of China, Bank
of Communications, China Merchants Bank, which indicated the Customs
networking with banks to be launched formally. |

Jun. 2002, prime
minister Zhu Rongji, vice prime minister Li Lanqing and Luo Gan
,Wu YI, Wang Zhongyu and other leaders of State Council inspected
the work of the Customs and gave significant instructions to the
Customs and the Law Enforcement System of the E-Port. Prime minister
Zhu pointed out: ¡° in the past few years, the Law Enforcement
System of the E-Port has been improved a lot, played a quite crucial
role in cracking down on smuggle, obtaining foreign currency under
false pretenses, defrauding of the drawback etc. and other illegal
activities. ¡¡± ¡°From now on, ¡in order to achieve ¡°Integrated
Clearance¡±, close cooperations among ministries of Customs, Quality,
Technical Supervision and Quarantine, Foreign Trade, Foreign Exchange,
Tax, Bank, etc. are very necessary. The local governments should
whole-heartedly serve for the clearance work of the local ports.¡±
¡° All the relevant departments should act in close coordination
with each other, ¡ follow the principle of linking and communicating
with each other and information-sharing, fully utilize the various
network and system resource to establish a functional platform
for the information-sharing among government departments, realize
the computer networking among departments and in whole nation
as soon as possible, practically prevent duplicated construction
and rushing headlong into mass action. |
