Export drawback is a kind international practice, which enables exporters to receive a refund for the portion or full of the Customs duties paid as increment tax and consumption tax in the domestic production links and intermediate links. Export Drawback Subsystem is designed to provide the enterprises a convenient and rapid means to settle the customs drawback and fundamentally stop the falsification. On the other hand, it also tenders its service for the law enforcement departments such as Ministry of Foreign Trade and Economic Cooperation and State Administration of Taxation. To the enterprises, the system helps them handle all materials that drawback needs, and check the legitimacy of the data, then transmit its to the revenue department safely.

The system synthetically manages and updates all the enterprises’ basic information, realizes the basic information sharing such as import and export enterprise registering, altering, canceling, credit, annual check-up etc., implements comprehensive management, thus advances the process of networking of administrative management departments. The Identity Authentication Management System combines the main functions with expansion on the content of Enterprise Management System of China E-Port, RA Card Make System, RA Pre-input System, in order to conform to the needs of import and export enterprises, intermediary companies of foreign trade, processing trade enterprises, relevant institutions, individual business, social organizations, government bodies, armies, colleges etc. In 2003, in accordance with the requirement of Informationlization Affairs Office of the State Council, Identity Authentication System was revised and added more modules and functions.

Clearance Documents System of China E-Port is developed for providing General Administration of Customs, local Customs the data of clearance documents from State Bureau of Quality and Technical Supervision and Quarantine, thereby improves the accuracy that the customs releases. Clearance Documents System of China E-Port receives data of the clearance documents from State Bureau of Quality and Technical Supervision and Quarantine and then distributes to the local Customs, which can be checked with the paper documents, thus improves the accuracy that the customs releases; meanwhile, China E-Port will keep all the data for the General Administration of Customs and local Customs’ investigation and analysis. The system is a national application project, which involves Customs and Bureaus of Quality and Technical Supervision and Quarantine, handles all the data of the cargo imported and exported. The clients cover all the import and export enterprises.

Small-sized Vessels System (Nanfang Communication interface) is developed as a data transmitting system at the request of General Administration of Customs, China E-Port and Guangzhou Customs. The system transmits the data recorded on the scene in Guangzhou to China E-Port through Nanfang Communication Group, then Nanfang Communication Group will get the receipt data form H2000, which transmitted from China E-Port to H2000. The process is realized through MQ. The scope of application is Guangzhou Customs and can be promoted to the entire country after upgrade.
